THE HAGUE – The Dutch government wants to make room in the budget of the Interior and Kingdom Relations through a separate budget article and not with the help of a budget fund. This is written by Dutch minister Hanke Bruins Slot to the House of Representatives.
According to the minister, a separate budget article provides more scope for input from descendants and involved social and grassroots organizations in the Netherlands, the Caribbean part of the Kingdom and Suriname.
Defining the nature of the expenditure in a law establishing a budget fund could limit the participation of the descendants and those involved in the implementation of the resources, according to the minister.
In both a budget article and a budget fund it is indicated what the resources are used for. But with a budget article there is more room to further concretize this interpretation and, if necessary, adjust it in consultation with, among others, descendants and stakeholders.

The minister also believes that the implementation of the intended goals should extend beyond the annual boundaries in consultation with, among others, the descendants and those involved. That is why Bruins Slot has agreed to a 100% year-end margin with the Minister of Finance for the budget article to be set up.
A new budget article in the budget of the Ministry of the Interior and Kingdom Relations with a 100% year-end margin agreement ensures that the resources are retained for the intended purposes.
It also ensures that these resources can be processed in a timely manner. The budgetary processing can already be realized with the first supplementary budget 2023, which gives the Dutch Parliament direct insight into the use of the available resources.
