Until now the background check had always been issued with the Vergunningenloket Curaçao (Permit Office Curaçao) as the intermediary party. A safe and secure research remains safeguarded with the new covenant in place, while the procedure is shortened considerably.
On Monday August 29th, 2016, the Attorney General Guus Schram on behalf of the Public Prosecutor Office and Ralph Blanchard, CEO of Curaçao Airport Partners, signed the agreement between both parties to enable a more efficient background check for persons working (temporarily) at Curaçao International Airport.
Doing a background check is part of the overall techniques and methods used to ensure safety and security at an airport, and in addition it’s a requirement of the International Civil Aviation Organization (ICAO), the UN specialized agency responsible for procedures and policies in support of a safe, efficient, secure, economically sustainable and environmentally responsible civil aviation sector.
A person is required to have a ‘Certificate of Good Conduct’ if they wish to work at the airport. Before the covenant, if one wished to work at airlines, ground handlers, stores etc., the person would have to request a ‘Certificate of Good Conduct’ at the Vergunningenloket Curaçao (Permit Office). The Admissions department in turn would request the information at the Public Prosecutors Office.
In order to have the procedure become more efficient, the request is now done directly by CAP to the Public Prosecutors Office. The prosecutor then researches the judicial data of the concerning person.
CAP is hereafter advised by the Prosecutors Office whether there are objections or not. Information is not disclosed to third parties and the person’s privacy is safeguarded.
With the adjustment in the procedure the moment a person can start their new job at an airport based company or service is accelerated. In addition this change will lessen the aviation related workload of the Permit Office. The new procedure will be evaluated within 6 months.
